Guided by information technology and based on computer communication network as well as intelligent command and control management, we have built an intelligent urban traffic management command center integrating high-tech applications.
Project background
Dushanbe, the capital of Tajikistan, has a large population and enjoys a favorable geographical location. It is an economic and cultural center of Tajikistan, and also a critical site in the Central Asian region of the Belt and Road Initiative. Through the construction of the safe city system command center in Dushanbe, the modernized traffic control, digital management, information network and office automation are realized.
Client's requirement
Tajikistan, with its special geographical location among Afghanistan, Uzbekistan, Kyrgyzstan and China, faces acute problems of terrorism, extremism and an increasing difficulty in the fight against terrorism. The existing transport system in Dushanbe can no longer support the mobility needs of the citizens and the counter-terrorism needs of the government. This project has significantly increased the safety of Dushanbe by reducing the rate of offenses and accidents.
Solutions
According to the field study results in Dushanbe, we have constructed a safe city system command center in Dushanbe, which includes the command center software platform (based on the GIS intelligent traffic control system, the special duty management system, the command and dispatch system, etc.) and the command center hardware platform (the large-screen display system, network system, the server/storage system, and the decision-making system). The command center helps to unify the command and control of the Dushanbe's signal system, playing a key role in the supervision and monitoring of the city's roads and vehicles, as well as in the penalty for traffic offenses.
The command center integrates traffic signal control system, video monitoring system, electronic police system, high-definition checkpoint system, vehicle positioning management system and other technical subsystems. Base on the center, the project's command and dispatching function completes the collection of traffic information for analysis and filtration, so as to obtain effective information for decision-making and commanding, and to effectively cope with traffic emergencies.

The project has optimized the city's signal system, reduced congestion in the core areas, greatly enhanced the efficiency and safety of mobility, and reduced safety risks and property loss caused by traffic accidents. Through the application of the unified command center and its sub-systems, it improves the efficiency of vehicle inspection and control at the checkpoint, reduces vehicle violations, provides strong support for urban security and counter-terrorism endeavor, and promotes the reduction of crimes, thus generating far-reaching socio-economic benefits and public security stability.
